Can I buy a bottle of wine from the local wine store and pout it in my checked luggage as a gift to a friend I am seeing in Europ ?

If you are in the USA (which I assume) then when you land in Europe you will be asked to declare all goods which you are carrying, and especially goods such as alcohol and tobacco. I do not know the precise limit, but I assume that one bottle of wine would be allowed without having to pay duty (customs or import tax) in it.

Most airlines allow a 1 liter bottle, properly packed, to be included in a person's checked baggage.

Yes, but that's kind of pointless. Take Jack Daniels instead. It's an American product that's really expensive in other countries, unlike wine, which they can get for a couple of dollars a bottle.
